Effective Oct. 26, 2026 - New advance filing requirements for U.S. rail export shipments with enforcement beginning Oct. 26, 2027

Date
Sep 15, 2026

Effective Oct. 26, 2026, a new U.S. Customs and Border Protection rule will require earlier, complete and accurate filing information for rail exports leaving the United States. The Electronic Export Manifest for Rail Cargo (EEMRC) requirements apply to all shipments (loads and empties) and must be filed through the Automated Commercial Environment (ACE), with enforcement beginning Oct. 26, 2027.

What’s changing
A two-step advance filing process will apply:

  1. Initial filing details must be submitted as early as possible, but no later than 24 hours before departure from the U.S. port of export.
    Initial data must include:
    • Bill of lading number and precise cargo description, as referenced in previous customer advisory
    • Cargo quantity, unit of measure and weight
    • Shipper and consignee information
    • Required customs filer code and, when applicable, either the Automated Export System (AES) Internal Transaction Number (ITN) or an exemption/exclusion code
  1. Remaining transportation and cargo details, including equipment and railcar or container identification, must be submitted at least two hours before departure.

How to prepare
Customers should begin reviewing their export documentation processes, confirming responsibilities with brokers and logistics providers, and identifying any needed system or process changes. Incomplete or inaccurate information may result in shipment holds or delays.
