REMINDER: Despacho Previo Rule Changes Effective November 18, 2019

Following a review of Despacho Previo documentation rules, which apply to carload shipments moving from the United States to Mexico via any Texas-Mexico border crossing points, BNSF is implementing changes regarding the allowed time for document processing in several states.

Under current rules, 48 hours is allowed to complete the documentation required for the legal exportation of a shipment from the United States and its importation into Mexico. Beginning November 18, 2019, the allowed time is being reduced to 24 hours for all carload shipments originating from the following states: Arkansas, Arizona, Louisiana, Oklahoma, New Mexico and Texas. For all other states, 48 hours will remain as the allowed time for document completion.

If the time allowed is exceeded, the BNSF Rules Book 6100-B - Item 3140 tariff specifies the amount of a document delay charge that is owed. Free time is computed from the first 12:01 a.m. after "Despacho Previo" notification. Sundays and holidays are excluded in the computation of free time. All other terms/conditions in Item 3140 will remain unchanged.
