UPDATE - New Waybill Requirements Affecting Mexico Shipments Enforcement Begins April 1, 2022

As we have reported, new Carta Porte rules issued last year by the Mexican Tax Authority (SAT) mandate additional waybill information on shipments moving to/from Mexico, including commodity description, package type and quantity for each product. As of January 1, 2022, shippers are required to provide this information for shipments billed to Mexico. The enforcement date for these new requirements is now set to begin on April 1, 2022. During this transition period, fines or other penalties will not be assessed for non-compliance.

If your waybills are processed through Electronic Data Interchange (EDI), we remind customers to please ensure that you are using EDI version 5010RAIL or later. Older EDI versions are unable to process the additional required information. This EDI guide provides step-by-step instructions and waybill examples regarding Mexican import/export shipments.

For customers that do not use EDI for waybills, or your system has not yet been updated to the latest version, you can submit the required information through our Shipping Instructions application on the BNSF Customer Portal (login/password required).
