New Waybill Requirements Affecting Mexico Shipments

The Government of Mexico, under new rules issued by the Mexican Tax Authority (SAT), is mandating additional waybill information on shipments moving to/from Mexico. The new “Carta Porte” requirements, which represent an addendum to an existing Bill of Lading, apply to all goods in transit within Mexico.

Under these new requirements, customers are responsible for including the following details on waybills regarding Mexico shipments:

All Shipments

  • Commodity Code

        -  SAT commodity code, associated with specific product(s)

         - Automotive/Intermodal shippers: Under Carta Porte, the use of generic commodity
           codes, such as the code for Freight of All Kinds (FAK), is not permitted.

Shipments Imported from the United States

  • Customs Tariff Code

Shipments Exported from Mexico

  • Customs Tariff Code
  • Universally Unique Identifier (UUID) from the online tax receipt (CFDI) supporting the international sales of goods

The new requirements are scheduled to take effect on December 1, 2021, with full compliance by January 1, 2022. Without this additional Carta Porte information, shipments may be delayed, and penalties could be assessed by Mexican tax and customs authorities.

BNSF is currently evaluating the technical changes needed to process this information via Electronic Data Interchange (EDI) and through various other systems. We also continue to work with the Mexican authorities as well as other rail carriers regarding these requirements and how they are being implemented.
